In a number of significant cases theagency that is primarily responsible for this, that is, the Consolidated Holding Corporation(CHC), has not systematically assessed/monitored the farms since they were privatized and in thecase where it has done so it has given lenient reprimand to investors who are not abiding to theircontractual obligations. Parliamentary Parastatal Organizations Accounts Committee (POAC) monitor these farms directly over and above its monitoring of CHCaccording to the authority invested in it. Kwamtili Estates and Mafia Coconuts Limited which became associated companies. after NAFCO?s official existence. After NAFCO collapsed its remaining farms were either advertised for sale or transferred to thethen Parastatal Sector Reform Commission (PSRC). The latter was tasked with the responsibilityof completing the privatization or divestiture of these farms. ater transferred to the then Loans and Advances Realisation Trust (LART) for liquidation through a divestiture method that the URT?s (2005) Ministry of Finance termed “receivership” In January 2008 the Consolidated Holding Corporation (CHC) came into the picture. one of the Corporation ?s key functions is the divestiture of parastatals transferred to CHCwhen PSRC?s legal tenure expired on 31 December, 2007 and the remaining activities of the then LART, which, according to URT (2007), ceased to exist legally on 30 June 2006, and gottransferred to CHC in May, 2007 National Agricultural & Food Corporation (nafco) Address: Dar Es Salaam, Tanzania City of Tanzania ,Post Office box: 9113, Dar Es Salaam, Tanzani Consolidated Holding Corporation (chc) Address: 1st Flr Consolidated Holding Corp Investment Hse Samora Ave Zanaki St, Dar Es Salaam, Tanzania City of Tanzania Post Office box: 21195, Dar Es Salaam, Tanzania .................... https://dailynews.co.tz/news/2021-03-24605b279178d2b.aspx March 2021 CHC succeeded by Treasury Registrar CHC being the successor of PSRC Tresury Registrarvoffices were (are?) in CHC Building, Twiga House Office of the Treasury Registrar / Treasurer Registrar's Office POB 3193 Dar 11104 TRO in the news in July 2021 https://dailynews.co.tz/news/2021-07-0760e54fb337930.aspx Treasurer Registrar, Mr Athumani Mbuttuka .......................... NAFCO is listed as a KEL shareholder. NAFCO was wound up and monitoring of its assets was transferred to the Parliamentary Parastatal Organizations Accounts Committee. The assets were then transferred to the Ministry of Finance's Loans and Advances Realisation Trust, and then (in 2008) to Consolidated Holding Corporation (CHC). CHC was wound up and its assets transferred to the Office of the Treasury Registrar, which still exists and has its offices in the CHC building (Twiga House in Dar). NAFCO and the CHC owned various propreties and there were two "associated companies", Kwamtili Estate Ltd and Mafia Coconuts Ltd. NAFCO has 5742 to 5800 ordinary shares according to various annual returns, and 58 founder shares. In July 2021, the Treasurer Registrar was Mr Athumani Mbuttuka, Treasurer Registrar's Office, POB 3193, Dar 11104 I visited by chance Mafia Coconuts a few years ago. Completely abandoned. But maybe something is happening now. I shall ask someone I know who lives on Mafia. Perhaps property development. Question: should we inform Athumani Mbuttuka about the meeting? To stir things up a bit.
